Business coalition opposes NYC Council last-mile delivery legislation

A coalition of business groups is rallying against a New York City Council bill that would overhaul how goods move through the city's final delivery stage. The legislation, known as Intro. 518, targets the last-mile delivery network, which covers the final leg of a package's journey to a customer's door.

Critics argue the bill would impose sweeping and costly changes on an industry already under pressure from rising demand and tight margins. They claim the measure would force carriers to restructure their operations in ways that could slow deliveries and drive up costs for both businesses and consumers. The coalition, which includes trade associations representing retailers, trucking companies, and logistics firms, says the proposal fails to account for the real-world complexities of urban freight.

Supporters of the bill, however, maintain that it is necessary to address congestion, safety concerns, and environmental impacts tied to the surge in e-commerce deliveries. They point to the growing number of delivery trucks clogging city streets and the need for better coordination at curbside loading zones.

The debate comes as New York City grapples with balancing the convenience of rapid delivery against the quality of life for residents. The coalition is urging the council to reconsider the legislation, warning that a poorly designed mandate could disrupt supply chains and hurt small businesses that rely on efficient delivery services. The council has not yet scheduled a final vote on the measure.
