Many Philly businesses not complying with plastic bag ban, survey shows

A recent survey of over 80 retail establishments in Philadelphia reveals that a majority are not following the city's plastic bag ban. The audit, conducted by local advocacy groups, found that 55% of businesses violated key provisions of the ordinance. The most common infraction involved the mandatory 10-cent fee on paper and reusable bags, which many stores simply failed to charge.

The survey also uncovered that some businesses continued to provide single-use plastic bags outright, despite the ban being in effect for over a year. Researchers visited a mix of grocery stores, corner markets, and pharmacies across several neighborhoods. They found that compliance varied wildly by area, with some districts showing near-total disregard for the law.

City officials have acknowledged the enforcement challenges. While the ban was designed to reduce litter and environmental waste, the current system relies heavily on customer complaints. There is no dedicated team of inspectors checking every register. This has led to frustration among the businesses that are following the rules, as they feel they are at a competitive disadvantage against those who ignore the fee.

Advocates are now calling for a more aggressive enforcement strategy, including random spot checks and steeper fines for repeat offenders. Without a visible consequence, they argue, the ban will remain largely symbolic. The city council is expected to hold hearings on the issue in the coming weeks to discuss potential amendments to the enforcement process.
